Using Participatory Action Research Methodologies for Engaging and Researching with Religious Minorities in Contexts of Intersecting Inequalities
The sanitation and hygiene (S&H) situation in most of West Africa is considered to be a cause for concern, despite the efforts and the large campaign towards Sustainable Development Goal (SDG) 6.2.
This rapid desk-based study focused on local governments, given their increasing importance in ensuring improved access to Sanitation & Hygiene (S&H) in West Africa, and across the world.
It was conducted to identify local governments that could be considered champions in the West African region and that demonstrated strong leadership in S&H; to understand why they have prioritised S&H, the support they received, the stakeholders, the management of inequalities, and the gaps in sub-national governments’ efforts regarding S&H prioritisation.

The challenges faced in sanitation and hygiene programmes are numerous and complex. Failures are inevitable. From our experience of working on rapid action learning and research in this sector we have found that when mistakes are shared they are usually those which were uncontrollable and unanticipated i.e. somebody else’s fault.
In this perspectives piece, Jamie Myers and Naomi Vernon from the Sanitation Learning Hub propose a typology of failure alongside criteria for research and learning processes that prioritises timeliness, relevance and actionability. They argue that these can be used together to identify and reflect on failures (and successes) quickly. They provide some practical suggestion for different stakeholders to support a shift towards a more open and reflexive sector, where all types of failures can be shared broadly.
In 2020, WSSCC’s India Support Unit (now UNOPS) piloted a new participatory approach called Community Leave No One Behind (CLNOB) to support the Swachh Bharat Mission Grameen (SBM-G) Phase II. This Sanitation Learning Hub learning brief outlines the purpose of CLNOB, the actions generated by the pilot and our reflections of the CLNOB approach.
The pilot took place in five districts in India (Mirzapur in Uttar Pradesh, Ranchi in Jharkhand, Kamrup in Assam, South 24 Paragnas in West Bengal and Purnea in Bihar). A Prerak (facilitator) was appointed in each district to support this process and work within villages at community level. The Sanitation Learning Hub supported an accompanying learning component of the pilot, facilitating learning sessions between the preraks and the development of a Handbook based on the experience.
This learning brief outlines the purpose of CLNOB, the actions generated by the pilot and our reflections of the CLNOB approach. The CLNOB Handbook, a handbook on Community Leave No One Behind, accompanies this Learning Brief. CLNOB was designed to ensure a participatory method to enable sustained access to safely managed sanitation facilities for people who have been ‘left behind’ or left out of the first phase of India’s national sanitation campaign.
Community-Leave No One Behind (CLNOB) is a new participatory approach to identify both challenges and solutions in communities’ journeys towards ODF-S.
It has been designed to be integrated into Phase II of the Swachh Bharat Mission-Grameen (SBM-G). The government of India has issued the guidelines for Phase II of SBM-G, of which one of the guiding principles is ensuring that no one is left behind. CLNOB demonstrates a way to achieve this goal. It encourages communities to identify gaps in sanitation coverage and use and promote actions they can take themselves.
CLNOB builds on experiences with Community Led Total Sanitation (CLTS) and with the Swachh Bharat Mission-Gramin (SBM-G)’s ‘Community Approaches to Sanitation (CAS)’. These approaches have helped communities towards achieving open defecation free (ODF) environments; however, it has been acknowledged that ODF status has deficiencies.
The purposes of this handbook are two-fold: first to inform policymakers and stakeholders at all levels about this new initiative, and second to provide guidance to facilitators and practitioners for CLNOB implementation. This handbook is a living document and will be updated and refined after more field experiences are conducted. It is based on limited experience from a small pilot carried out between June and October 2020 during the challenging environment of the COVID-19 pandemic.

This is the introductory chapter to the Handbook of Participatory Research and Inquiry. The handbook aims to articulate a wide range of pioneering and cutting-edge perspectives, as well as some innovative mainstream approaches, methods and techniques - in other words, what the editors and quthors see as the state of the art at the current time. Developed over the past few decaes, these perspectives and approaches reflect the work of a community of researchers, professionals and activists eganged in research that is both participatory and intrinsicaly linked to interventions and actions for social transformation.
Sharing of experiences and thoughts on addressing climate change impacts on sanitation at a local level are critical to evolving the sanitation sector.
SDG 6.2 calls for sustainable sanitation for all before 2030. Yet over 2 billion people still lack access to basic sanitation facilities. Ensuring good sanitation and hygiene practices for everybody means ending open defecation, tackling existing challenges with access and use, and ensuring all sanitation facilities are safely managed.
Climate change is an added complexity in an already challenging landscape – it exacerbates these challenges and has cascading effects on health and livelihoods. Climate change impacts disproportionately affect already disadvantaged and marginalised groups, jeopardising efforts to Leave No One Behind in the drive for sanitation and hygiene for all. There is a real risk that progress made in improving rural sanitation access and coverage will slow, or even reverse.
The global sanitation sector has taken initial steps to incorporate responses to climate change into rural sanitation programming and services. However, much of the discussion has focused on technological improvements.
There is limited actionable guidance on how the rural sanitation and hygiene sector can make systemic changes through planning and implementing project delivery, enabling demand, changing behaviour, addressing social norms, monitoring and evaluation, and more at the local level. Furthermore, the voices of vulnerable people, households, and communities who are at the forefront of experiencing climate change impacts on sanitation are largely absent in existing discussions.
This publication aims to address these gaps in rural sanitation and hygiene thinking through:
Rural sanitation practitioners already consider many types of risk in the design and implementation of programmes. This publication supports rural practitioners in civil society and government to add a climate lens to existing programmes. It provides the sector with a menu of options and ideas from a climate change perspective. It is not a prescriptive list or a ‘one size fits all’ approach.
Practitioners can draw on various ideas and parts of this guidance and modify them to suit specific programmatic and regional contexts. The quotes included are from interviews with sanitation and hygiene practitioners. They describe their experience with programming in contexts increasingly challenged by climate related concerns.

In discussions on sanitation and Covid-19, the continuity of long-term sanitation goals throughout and beyond the pandemic is often missing. To respond to this gap, the Sanitation Learning Hub (SLH) and UNICEF hosted a webinar series to share knowledge and experience on ways programmes have changed and adapted.
The two webinars presented examples of initiatives which have continued to pursue long-term sanitation objectives during the pandemic. Successes and setbacks are highlighted by the panellists, along with essential adaptations made to continue and improve efforts.
During the webinars space was also made to reflect on possible future impacts of Covid-19 on sanitation planning, implementation and monitoring.

Following widespread decentralisation reforms, including across Africa, responsibility for sanitation and hygiene (S&H) often sits with sub-national governments.
For some time, local government leadership has been recognised as key to ensuring sustainability and scale and it is an important component of the emerging use of systems strengthening approaches in the S&H sector.
From late 2020 to early 2021, the Sanitation Learning Hub collaborated with local government actors and development partners from three sub-national areas to explore ways of increasing local government leadership and prioritisation of sanitation and hygiene (S&H) to drive progress towards area-wide S&H. It is hoped that this work will provide practical experiences to contribute to this thinking.
Case studies were developed to capture local government and development partners’ experiences supporting sub-national governments increase their leadership and prioritisation of S&H in Siaya County (Kenya, with UNICEF), Nyamagabe District (Rwanda, with WaterAid) and Moyo District (Uganda, with WSSCC), all of which have seen progress in recent years.
The cases were then explored through three online workshops with staff from the local governments, central government ministries and development partners involved to review experiences and identify levers and blockages to change. This document presents key findings from this process.

This working paper reflects the findings of the first phase of the REJUVENATE project, which set out to understand and map approaches to integrating children, youth, and community participation in child rights initiatives.
In this paper, we:
Grounded in an understanding of child rights as ‘living rights’, we propose building on the 3Ps of the UNCRC (protection, provision and participation) towards the 3Ss – space, support and system change.
We offer a set of field principles (REJUVENATE) to guide substantively participatory work with children and young people, underpinned by our Ndoro Ndoro model, which refers to intergenerational, community-driven approaches that put children and youth at the centre, while being accountable to them.
We recognise that this paper is far from exhaustive, and we intend it to be a springboard for further work that substantively recognises the importance of children’s participation in work to further child rights, and to enrich and rejuvenate the societies of which children are a part.
The Sustainable Development Goals (SDGs) and targets aimed at improving access to water, sanitation, and hygiene (WASH) are also an opportunity for the transformation of gender norms. To facilitate this transformation, this paper makes a call to action for global and national efforts for organi-zational, professional, and personal change.
Several NGOs are leading a process towards a more reflective and transformative approach. This paper presents a number of examples – from headquarters, and others from country offices and research institutes – of the changes under way to support a stronger connection between the ‘outer faces’ of WASH professionals in the sector and the individual, personal inner spaces. The paper concludes with a set of recommendations for personal and organizational change.
Over the past few years, the Sanitation Learning Hub, in collaboration with the Government of India, Praxis, WSSCC and WaterAid India, have been developing Rapid Action Learning approaches. This Sanitation Learning Hub Learning Paper summarises the key learning from a rapid topic exploration on ‘Learning in the Sanitation and Hygiene Sector’.
The study looked at how people in the WASH sector learn, the processes utilised and what works best, as well as the barriers and challenges to learning. It looks at learning from communities and peer-to-peer and how the learning gets translated into action at scale.
This paper shares the lessons from sector and associated actors working in low- and middle-income contexts around the world and makes recommendation on how to strengthen learning and sharing processes, as well as building capacities and confidence for learning, with the ultimate aim of turning that learning into action at scale.
