Community participation in ICT-for-development (ICT4D) is sometimes portrayed as a ‘magic bullet’, which will inevitably lead to better project outcomes and the empowerment of marginalised participants from the local community. This paper takes a critical approach to participation, drawing on dual roots of participation in Development Studies and Information Systems, to consider whether apparently successful ICT4D projects, that follow best-practice for participation, are also succeeding in longer-term participant and community empowerment. The paper identifies issues and success factors relevant to participatory ICT4D and its potentially empowering role for local communities; explores the relevance of these factors to the reality of ICT4D projects in developing countries; and investigates the potential for producing an analytical framework that incorporates a project design approach that could help practitioners in the field incorporate empowerment objectives.

This paper explores the idea of learning from failure in the sanitation sector. The recent trend of ‘admitting failure’ in aid and development forces sanitation practitioners, researchers and policymakers to ask if we can and should address failure more openly in order to improve our work.
The ideas in this paper developed from discussions at a workshop on ‘learning from failure’ convened by the UK Sanitation Community of Practice (SanCoP) designed to kickstart this debate. We first discuss the concept of failure itself and identify different approaches to learning from failure relating to sanitation.
These include acknowledging past failures in order to learn and adapt, and planning for ‘safe’ future failures through deliberate experimentation and innovation. We also argue that a series of further steps are required: understanding relevant previous approaches to learning from failure in the sector; recognising different types of failure; seeking different actors’ perspectives on failure; and framing the debate about failure constructively rather than negatively.
In the second part of the paper we examine different practical examples of how actors in the sanitation sector have tried to learn from failure, to assess how this happened and what changes resulted. In the final section of the paper we conclude with suggestions for how individuals and organisations working in sanitation and international development more widely can learn from failure. We also propose SanCoP itself as one example of a ‘safe space’ in which people can meet to discuss and learn from failure.

With roots in approaches to popular education and participatory action research that place the learner and the ‘beneficiary’ of development at the centre of enquiry and action, the participatory visualisation methods associated with Participatory Rural Appraisal have been widely used as tools for learning and accountability. In this article, the author reflects on lessons learnt from using these methods in a participatory process evaluation of an educational programme aimed at addressing chronic malnutrition in an East African country. Building on this experience, she explores the educative and empowering dimensions of participatory visualisation methods, and considers the contribution that these methods can make to effective evaluation.

Tackling extreme poverty and marginalisation alongside rising and intersecting inequalities must be a priority for the post-2015 agenda. As country representatives at the United Nations undertake the difficult task of agreeing the next steps towards a final framework, a focus on the three key areas including improving livelihoods and pro-poor infrastructure development; increasing opportunities for participation and citizen action and tackling discriminatory social norms is critical if the final targets are to be transformative for the poorest and most marginalised people. This Policy Briefing examines these focus areas and provides some policy recommendations.

Using participatory approaches in impact evaluation means involving stakeholders, particularly the participants in a programme or those affected by a given policy, in specific aspects of the evaluation process. The term covers a wide range of different types of participation and stakeholders can be involved in any stage of the impact evaluation process, including: its design, data collection, analysis, reporting and managing the study.

Despite many initiatives to assure food access, and growing economies, high levels of undernutrition persist in much of Asia. In this Working Paper Robert Chambers and Gregor von Medeazza explore the increasing evidence that this is due to the continuing high incidence open defecation (OD), combined with population density, which has mulitiple debilitating outcomes. With the focus on diarrhoea-related ill health, there has been a relative neglect of other often subclinical and continuously debilitating faecally-transmitted infections (FTIs) including environmental enteropathy (EE), other intestinal infections, and parasites. The authors show how institutional, psychological and professional factors interact to perpetuate a blind spot to understanding that OD affects health in many different ways and is a key factor in tackling undernutrition.

The World Health Organization (WHO) estimates that around 15 per cent of the world’s population, or one billion people, have some form of disability. According to the United Nations Development Programme (UNDP), 80 per cent live in poor countries, where communities are already more vulnerable to disasters and crises such as Ebola epidemics, with people with disabilities often disproportionately affected.
This Paper explores the needs and rights of people with disabilities and the importance of including them in disaster risk reduction and emergency responses. It shows how accelerating progress will require inclusive humanitarian programming and the use of technological solutions to be effectively promoted and incentivised, and that people with disabilities and their organisations need to be involved from the outset in the design and implementation of policies and programmes.

This document, jointly authored by the International Fund for Agricultural Development (IFAD) and Participatory Development Associates (PDA), lays out the design of the impact evaluation of the Root & Tuber Improvement and Marketing Program (RTIMP) in Ghana. Aiming at improving rural poor people’s livelihoods in Ghana through the development of commodity chains for Roots and Tubers (R&T) supplied by smallholders, the RTIMP consisted of three main areas of work: a) linking of smallholders to old and new markets; b) enhancing smallholder R&T production; and c) enhancing smallholder R&T processing.
The content of this design paper is as follows. The first section briefly describes the impact evaluation approach called PIALA. The second section presents the RTIMP Theory of Change (ToC). The third section continues with the Data Collection Matrix (DCM) laying out the assumptions, evaluation questions and methods. The fourth section presents the multi-stage sampling strategy. The fifth section provided an overview of the methods used to inquire the various populations at different levels. The sixth section outlines the approach taken for data collation, quality monitoring, contribution analysis and rating. Finally, the last section shows the timeline for the evaluation. A bibliography, list of references and annexes are added at the end. The annexes include the desk review note, the sampling frame and procedure, the field research schedule, the district data collation table, and finally, the approved budget.

Time to Listen: A Discussion Guide was developed to stimulate discussion and reflection among practitioners working in international, national and local aid organizations, governments and donors. For those already familiar with Time to Listen, this guide serves as a useful review and as a means to introduce colleagues and partners to the voices and ideas presented in the book on how to improve the effectiveness of international aid efforts. For readers with no prior exposure to the Listening Project or Time to Listen, the Discussion Guide aims to spark an interest in and a desire to further explore the findings of the Listening Project and the implications for their work.
The format of the guide closely follows the structure of Time to Listen, briefly summarizing each chapter and presenting the reader with a series of thought-provoking discussion questions. These questions are intentionally open-ended, allowing users to tailor the discussion to fit their organizational needs. For practitioners, the questions can be used to encourage reflection on their personal approaches and practices. Supervisors can use the questions to encourage reflection and inspire changes among their team members. The questions can also be used in a class setting, allowing educators and students to discuss the implications for future policies and practices.

Meaningful accountability can shift power imbalances that prevent sustainable development for people living in poverty and marginalisation. Accountability consists of both the rights of citizens to make claims and demand a response, and the involvement of citizens in ensuring that related action is taken.
However, for the poorest and most marginalised people accountability is often unattainable. This briefing draws on research by the Participate initiative to highlight the key components necessary for processes of accountability to be meaningful for all.

This paper, based on a lecture given at the University of Sussex, UK, takes on the issue of growing inequality. Arguing that we know more about how economic inequality affects political participation than we do about how participation and voice affect economic inequality, the author describes ongoing work to identify participatory practices that offer some precedents for linking strategies for narrowing political and economic gaps from below. These combinations in turn contribute to challenging these intersecting inequalities and hold promise for transformative solutions across the global North and South.

This note summarises the potentials and limitations of using a CLTS approach in peri-urban and urban environments. It identifies the actions needed to take the approach to scale. It is one output from a workshop convened by the CLTS Knowledge Hub at the Institute of Development Studies, and Plan International Ethiopia in Addis Abba between June 13th-15th 2016. This practitioner research, carried out by women’s empowerment organisation FAMM Indonesia, brings the voices of young women – a group consistently excluded from decision-making spaces about the allocation of local government resources – into the conversation about social accountability. Barriers to young (especially unmarried) women’s participation in public spaces include the prevailing view that doing so violates social norms, young women’s often low level of education, and family expectations. Many young women have internalised their marginalisation and lack the confidence to participate in community forums.
This paper describes participatory action research carried out in partnership with eight grassroots Indonesian women’s NGOs. Preliminary focus group discussions laid the foundation for a series of movement-building initiative workshops to strengthen rural young women’s leadership capacity, encourage critical awareness and develop their roles as community organisers. Young women’s social engagement can generate criticism and backlash, which may lead to their losing interest in public forums. As well as empowering participation in formal meetings, the research suggests that young women can overcome closed spaces through building on informal relationships and collaborations. And young women’s involvement in producing creative content (print, audio and multimedia) for use in community organising is used to strengthen their self-esteem and abilities.
The paper ends with a reflective conversation between Niken Lestari of FAMM and Francesca Feruglio of MAVC. They discuss the kind of capacity-building needed to enable young women to overcome barriers to their engagement in local governance spaces, and thus fulfil their own declared potential to contribute much more to the development of their communities.
