This paper explores how outcome measurement is understood in several SDC local governance programmes, reviewed in a HELVETAS Learning Project. This critical review assesses the extent to which power issues are recognised, understood and tracked within such programmes and suggests ways to enhance this. This includes being clear about what power and empowerment mean in a particular context, how the way power is implicitly understood in local government programmes can lead to a focus only the more formal and visible dimensions of power, and how the complexity of power means that a more clearly articulated and power-aware theory of change underpinning the intervention is needed.

This article is the result of a review of the impact and effectiveness of Transparency and Accountability Initiatives (TAIs). These TAIs have taken democratisation, governance, aid and development circles by storm since the turn of the century – and many people are keen to better understand what they are achieving. The review was based on the extensive gathering and analysis of both literature and documentation, and provided conclusions and recommendations for improvements. This article, as well as giving a background to social accountability and TAIs, summarises both what, and how methodologically, we know about their effectiveness and impact. It also pinpoints the factors that determine impact and concludes with a look at gaps in current knowledge and practice and recommendations for addressing these.

Over the past few years, the Sanitation Learning Hub, in collaboration with the Government of India, Praxis, WSSCC and WaterAid India, have been developing Rapid Action Learning approaches. Multiple approaches have been trialled, with flexible formats, but the essential criteria is that learning is timely, relevant and actionable.
