This book brings together writings on the discourses, politics and practice of participation in development. It explores the conceptual and methodological dimensions of participatory research and the politics and practice of participation in development. It brings together classic and contemporary writings from a literature that spans a century and in doing so offers a unique perspective on the possibilities and dilemmas that face those seeking to empower people affected by development projects, programmes and policies.
Local people can generate their own numbers – and the statistics that result are powerful for them and can influence policy. Since the early 1990’s there has been a quiet tide of innovation in generating statistics using participatory methods. Across all sectors from local to national, participatory statistics are being generated in the design, monitoring and evaluation, and impact assessment of development interventions. This book, by describing policy, programme and project research, aims to provide impetus for the adoption and mainstreaming of participatory statistics within international development practice. It lays down the challenge of institutional change that allows a win-win outcome in which statistics are part of an empowering process for local people and a valuable information flow for those open to it in aid agencies and government departments.

As change accelerates, development professionals fine themselves more than ever explorers of an unknown and unknowable future. This brings opportunities, excitement and surprises, and demands continuous critical reflection and learning. In the opening part of this book, Robert Chambers reviews his own life, including his early career, participation in the World Bank’s Voice of the Poor project and research and engagement in South Asia on canal irrigation. These experiences led him to examine personal biases and predispositions, and to recognize the pervasive significance of power in forming and framing knowledge.
The book then reflects on a journey of learning, and encourages readers to learn from observation, curiosity, critical feedback, plan and fun. Participatory workshops have been the source of much enjoyable exploration and have evolved in unexpected directions. Participatory rural appraisal (PRA) and community-led total sanitation (CLTS) are two movements that have benefitted from sharing practices and innovations through participatory workshops. Experience-based practical tips for facilitating such workshop are presented – 21 for learning, for managing large groups and for co-generating knowledge to influence policy and practice. Finally, the author argues that the new dual realities – virtual and physical – are getting out of balance, and encourages readers to enjoy exploring through experiential learning in the physical and social world.

The Participate initiative involves 18 organisations, who work with diverse marginalised people in over 30 countries, coming together to make their voices count on development policy. This anthology is an account of the activities carried out by the Participatory Research Group (PRG) within the Participate initiative between 2012 and 2014, and also a reflection on the methods and processes created and utilised during that time. It aims to share the insights and lessons learnt to help promote thought and discussion about how to use participatory approaches to influence policy at a variety of levels. These experiences include: applying, adapting and innovating participatory methods to promote the voices of participants in all stages of the research process; creating opportunities and spaces for including the perspectives articulated through the research where possible in the policymaking processes; and embedding participatory approaches in local-to global policymaking processes.

This book is a collection of analytical narratives of what has happened to feminist voice, a key pathway to women’s empowerment. These narratives depart from the existing debate on women’s political engagement in formal institutions to examine feminist activism for building and sustaining constituencies through raising, negotiating and legitimizing women’s voice under different contexts.
Bringing together the reflections and experiences of feminist researchers and activists in South Asia, the Middle East, Africa and Latin America, this unique volume explores how various global trends, such as the development of transnational linkages, the rise of conservative forces, the NGOization of feminist movements, and an increase in the power of donors, have created opportunities and challenges for feminist voice and activism.

Accountability is a complex issue in South Africa. The country has high levels of inequality, and marginalised groups – as in many countries – struggle to make themselves heard by those in power. Yet the issue is further complicated by an interacting set of factors, including the legacy of apartheid, gender and religious issues, and the lack of access to those in power.
Through a six-year research project, the Sustainable Livelihoods Foundation (SLF) used a range of technology-enabled participatory processes to unpack this lack of government accountability. This report focuses on four case studies, which examined the lived realities of marginalised groups and the activists that campaign on their behalf: activists against gender-based violence and for community safety; community care workers and health committee members working for public health; informal traders and the informal economy; and traditional medicine, Rastafarian bossie doktors and indigenous rights.
Using a multi-method research process, SLF supported these groups to work together and identify the accountability issues that they felt were important, and then consider how they could raise their voice collectively to those in power and those who shape and implement policy. As well as providing valuable findings, which SLF fed into the policy dialogue, this process also strengthened the capacity of these groups to speak out – not least through the use of different participatory technologies including digital storytelling, filmmaking, PhotoVoice, geospatial mapping and infographics.
This report reflects on the different tools used, considering not just the effectiveness of the outputs generated but also how these tools can empower citizens and bring marginalised groups together. Lastly, the report reflects on SLF’s role as an intermediary organisation, and how this role can influence the path that marginalised groups take in their efforts to make government more responsive to their needs.

This paper explores the relationship between accessible sanitation and disability-inclusive employment in Bangladesh and Nigeria.
Both countries have sanitation and hygiene challenges as well as disability-inclusive employment challenges, but the existing evidence on the intersection of these issues that is focused on Nigeria and Bangladesh is extremely limited. Building on the literature where this complex issue is addressed, this paper presents the findings of a qualitative pilot study undertaken in Nigeria and Bangladesh. It focuses on the need for toilets at work that are easy for people with disabilities to use in poor countries.
These are sometimes called accessible toilets. Accessible sanitation is not regarded as a challenge that must be addressed by people with disabilities themselves, but as a challenge that must be addressed by many people working together – including governments, employers, and the community.

This paper explores access to water, sanitation, and health in pastoral communities in northern Tanzania.
It argues that the concept of gender, used on its own, is not enough to understand the complexities of sanitation, hygiene, water, and health. It explores pastoralists’ views and perspectives on what is ‘clean’, ‘safe’, and ‘healthy’, and their need to access water and create sanitary arrangements that work for them, given the absence of state provision of modern water, sanitation, and hygiene (WASH) infrastructure.
Although Tanzania is committed to enhancing its citizens’ access to WASH services, pastoral sanitation and hygiene tend to be overlooked and little attention is paid to complex ways in which access to ‘clean’ water and ‘adequate sanitation’ is structured in these communities. This paper offers an intersectional analysis of water and sanitation needs, showing how structural discrimination in the form of a lack of appropriate infrastructure, a range of sociocultural norms and values, and individual stratifiers interact to influence the sanitation and health needs of pastoralist men, women, boys, and girls.

The Afar people of Northern Ethiopia live in what can be considered the very definition of ‘challenging contexts.’ Largely nomadic pastoralists, they navigate a harsh and unforgiving landscape, often having to travel great distances for water. They have been described as living on the frontline of climate change. The Covid-19 pandemic and emerging peace and security issues in Ethiopia have only compounded challenges around poverty, nutrition and sanitation as markets are disrupted and entire communities are displaced.
It can still be incredibly challenging to ensure that the most marginalised members of a community are included and actively engaged in the process . In the case of Afar, this encompasses women, those with little to no formal schooling and those with very low levels of literacy. With this learning paper the authors want to share their experiences of using a methodology designed to include the voices of those most marginalised – in particular, women’s voices – in a nutrition and WASH participatory research project in Northern Ethiopia.
Fostvedt-Mills Consulting (FMC) was contracted by the German Society for International Cooperation (GIZ) as part of their Improved Food security through Transitional Aid for Resilience Project (IFTAR), which aimed to improve the nutritional status of vulnerable groups and the nutritional and hygiene behaviours of caregivers. They were asked to investigate the attitudes and practises of target communities in Afar relating to nutrition and water, sanitation, and hygiene and then to design a subsequent intervention that was contextually relevant to the communities.
For the study, FMC sought to answer the questions:
In designing the approach, FMC wanted to ensure that they carried out their research with the communities, rather than on the communities, in a way that would build trust and create a shared understanding of the future intervention and generate interest and a sense of ownership in its potential outcomes.
The full study carried out by FMC included a desk review as well as primary quantitative and qualitative data collection. In this learning paper they share the findings from the qualitative research. Specifically, FMC examine how the use of photovoice and Community Action Planning methods worked to amplify the voices of women and ultimately engage a more diverse group of community members in the research process. They will share our most important findings and discuss some of the advantages and challenges of using these methods in Afar, as well as the potential for application of these research methods in other challenging contexts.
